I think that the idea of a voucher is certainly very attractive: the major hurdle would be to establish a fair but effective means of deploying the vouchers. I have had family visiting and am catching up on email exchanges. I think the voucher idea has real potential, not least in speeding up the process and giving our people a useful defrayment of their set-up cost.

Good answers, but rather than reserving a ’top-up’, this should perhaps come from unused vouchers?

I think an expiry on these vouchers should be put in place to motivate a community to get on choose a supplier.
With regards to more remote locations, you raise a good point but I think it becomes more difficult to manage if some communities get one figure and other communities get another. Maybe reserve a certain…[Read more]

I think the voucher idea is very attractive, and solves several problems. I don’t think any one way of allocating funding will ever be ideal, but I would like to see this idea developed so we can see more detail - for example, what happens if a rural community does not mobilise to build part of the network for themselves? I personally support a time sensitive voucher system and will ask our PC to consider supporting it too.

procurement just means buying, so your voucher scheme is still procurement and still subject to EU rules (ie the law). The voucher scheme could be challenged in the courts in the same way as a tender process or contract award could be.
