except a vested interest like O2 doesn’t get to say what’s legal or not. They’re on a kite flying mission as evidenced by use of State Aid - even if it is State Aid that in itself is not illegal, witness £1bn going into broadband which is State Aid but is proportionate and achieves a stated EU goal.

BDUK are preparing a framework approach that is supposed to make it efficient and easy. The framework will have a range of suppliers offering a range of solutions and councils can call off the solutions they want under standard terms once it’s in place.

Chris / Lins: I found out early on BDUK MANDATED that councils MUST go through OJEU procurement if they were to see any funds given to them which basically put a stop to any community projects. OJEU was supposed to open up the market place but it didn’t - it made things worse. Them stating [...]

Gotcha. I haven’t read all the documents OFCOM have put out on this recently. Interesting they WANT 4 national operators in it. This is why 100% land coverage isn’t possible because they insist multiple networks should exist. Gift the lot FOC in exchange for 100% land coverage via one network and we would solve a [...]

Ah, right. Total low frequency spectrum ownership may exclude Voda / O2 automatically, then, as they would have to give up some of their 900Mhz just to bid on the 800Mhz. Just about the same as being blocked, really, then…

Are you sure, Louis? That was the initial findings of the DB report and appeared to of been adopted early last year when the auction first got talked about… How on earth would it be fair if anybody but T-Mobile, Three and Orange didn’t get the same amount of spectrum O2 have at 900Mhz as [...]

O2 apparently started trailing LTE 4G on 800Mhz in Carlisle about a year ago. Never heard anything more about that. LTE Advanced is what we actually need deployed in this country -> http://en.wikipedia.org/wiki/LTE_Advanced 3G missed a trick in that it wasn’t backwards compatible with 2G so we now have two sets of cell sites everywhere.
